Here is a way to add without ASF in unsupported regions. Go to your licenses page, open the console (ctrl + shift + k on firefox) and enter the command:
AddFreeLicense(547803)
*To open console on chrome:
Go to Inspect window (ctrl + shift + i) then click console (2nd tab)

But you need to be logged into your steam account on your browser on chrome or firefox.
After that you have to this page: https://store.steampowered.com/account/licenses/
Then Right click mouse, click on Inspect and Finally click on Console (2nd tab in top bar of subwindow) . In the subwindow paste AddFreeLicense(547803) where cursor is blinking. Press enter. Voilà! After some message the game will appear in your license list

I got error too, but let it rest for few seconds and do not close the windows suddenly it will add to your account licenses.

Now there is only one option which remains. You could make a new steam account with a fresh email ID using some free VPN like Hola, Browsec, etc with USA as location and add the game to your that account. As long as you have not used, local debit card/credit card you will be able to get the games which are restricted in your country.
Remember don't use any card to make purchase on this account and you will be able to get all such region restricted games.
