Default store prices (so if a game gets a permanent price decrease, your value goes down), and games with a * have a limit (check the Bundle Contribution thread).

The default price decreases affect retroactively in the contribution? For example, if today I give a $10 game, and the next week the price decreases to $5, will my total contribution decrease $5 too?

yes, it's always the current full store price (unless the game is in a bundle, as stated above - however, getting the "bundle status" will not affect the value retroactively)

Steamgifts doesn't keep a database with prices for a game when you bought it, it just uses the current default price at all times. Its the same reason some games will suddenly jump up in price for a while if they are put in a Steam collection, like the Deus Ex DLC.

So I didn't find this information on the site, for getting dollar amounts does it take into account of sales or just the regular price?
Example:
Game 1 is on sale for 9.99 with a regular price of 19.99
Would the game give someone 19.99 or 9.99 as contributed to the site?
