That's complicated. But I think that if you created the giveaways, you should always deliver, even if that person later gets kicked from the group.

It sounds like someone won a giveaway they were allowed to enter. Then you didn't give them the thing they won and hid away until they forgot/went away. Sounds like a deadbeat landlord that keeps the security deposit and makes up enough reasons to not pay it back until they decide its too much effort to fight you and call it a lost cause.

If you don't send the key then SG will view it as your mistake and fault. I cannot see them agreeing to a reroll without permission from the winner of those giveaways.

one chance could be: deliver, wait one week, if the game is unredeemed ask for reroll. at least you're inside the rules (if you forgive the delay)

The winner for 2 of these was an individual who broke the rules of said group and I decided (after getting denied by support for a re-roll) to not send the games.

So they broke the rules of a group and you went and broke the rules of the site?
Seems logical.
You didn't give the gift/key to the winner and decided to wait it out for a re-roll 10 months later. You were playing the long con, huh?
If this were the scenario where you sent the key and the user never looked at it or activated it but you kind of just forgot to follow up, yeah I can see this being re-rolled.
You've shot yourself in the foot taking things into your own hands and not following the proper procedure before putting in a ticket for a re-roll.
Even if the person is an unsavory douche if they won the GA and followed "site rules" give them the prize.
If they broke your group rules give them the prize, black list their ass, and get the leaders of that group to kick them.

I would email the user asking them to approve that the giveaway be deleted on the grounds that they broke the group rules and kept entering GAs after their seven wins. If the user agrees or you don't get a response, ask support for a reroll – or better, ask to delete the giveaway, since a lot of the entrants have probably left the group.
If it were me and the user didn't agree to delete, I would probably withhold the winnings and take the suspension, if given.
