No giveaways can be made otherwise.

You can not create a giveaway for them here.
You can give them away in the forum, creating a thread.

You can only make official giveaways for steam gifts and steam keys, so games and items not redeemable on steam aren't eligible for the giveaways. You do all the unofficial giveaways you want in the discussions here but it won't count toward your CV.

For future reference - you have a few options. Personally I would either drop them in a thread, create an event to hopefully weed out the uninterested who are only after a +1 and give them away as a prize, or trade them.
