Do keys have region lock?

Keys could be locked too and no, you can't check if a particular key is locked.

if you are refering to steam keys from bundles the answer is no, any games from bundles are region free but steam keys from online stores usually have locks

The retailers usually state if a key is region-locked or no though. I only saw region-locked keys on GamersGate and GameFly/Direct2Drive though so far.
