Am I allowed to giveaway any game here? Like games that were giveawayed from before.

I have an extra key of Woodle Tree Adventures and i want to know if i am allowed to give it away here.

You're allowed to give it away through a key drop or similar manual measures, but you're not allowed to create an actual giveaway for it (if you try, you will notice that the particular game does not exist on the list, and that is why).
This applies to all games that have been given away in huge batches for free.

You can use http://www.steamgifts.com/discussion/EKaPm/free-keys-for-ungiftable-games-main-requirement-wishlisted-prior-to-date-x-typically-111115 , or you can make an event thread and use a randomized number generator, if you want to try and make it a proper giveaway.

In the case of the game you're mentioning, though, it's been given away free so very many times before, you may as well just keydrop it at let any bot or whomever take it- you may not get any bites from the other two methods. :X

I take it you mean that the OP in some way drops the key on the forum, without the use of the GA system of the site :)
