Well, it's the publisher the one that decides when to do sales or give aways, not the store. Epic can't do a sale or give away without the publisher's permission.

No one is saying Epic DON'T do it but in this case it's entirely down to the publisher and Epic have nothing to do with it other than they happen to be the place the game is available.

Because as several others have said it's the Publisher that are responsible for sales/pricing. If Epic were behind it it would have just been one of the weekly free games through the store rather than driving traffic to IGN.
