If he cant provide you the game from giveaway title, then mark it as unreceived and report him. No substitutes or anything

I would stick to the rules. Reason is, you would get suspended/banned if you didn't activate the game you won.

From what I've understood, he's giving you another game instead of what you've won, which is pretty much like saying "You've won $10, but I'll give you $6 instead because I wish to do so, okay?"

You can either accept Crazy Machine Elements, mark the giveaway as received and take the risk. Both of you may be suspended for breaking the rules.

Tell the person, "The giveaway was for Crazy Machines 2, unfortunately if I don't receive it, I will have to mark the giveaway as not received". They will most likely get mad and you won't get any game, but at least you didn't break the rules.

Umm, I think he's trying to convince you to accept Crazy Machines Elements instead of Crazy Machines 2 which you won. If that's the case, you should refuse the offer. If you don't get the game the giveaway was made for, you have to mark it as not received, you aren't allowed to accept substitute games.

Just found out that the giveaway creator actually won Crazy Machines 2 before and he activated it though... But i am not gonna post his steamgifts profile here

I'd refuse the substitute game, Later it may come back to bite you...
If a won game is not activated on your account and if they find out your missing the won game your
steamgifts account can be, and will be banned. I would politely decline the substitute gift until
he's able to provide the said game. if not he will have to take it as a "not received" mark.
