I don't think so... that seems pretty wrong in and of itself, regardless of how you feel about the person. You could blacklist them though and then they won't be able to enter or win any of your future giveaways. :)

If they didn't break any rules, i think it's not possible to change the winner. If you don't want people to win a giveaway, consider adding them to you blacklist, as they can't enter them that way.

Yeah, but support will often deny your request if your reason is bad. Usually it has to be something related to rules violations in other that doesn't fit neatly (i.e. non-activated wins/multi wins outside the month window, but excessive).

"Suspended or Inappropriate Behavior" is one of the reason you can pick to request a new winner, so it could be approved depending on the comment.

This. Normally, if someone annoys me, I don't mind and just add to blacklist if it's only annoying to me, but if someone is doing something that clearly violates common decency it's another thing.

I always wonder how those leeches get so much wins. But I guess they enter for nearly anything they come across. Wich increases the odds greatly.
