I would have no problem paying for it, but that site and prices just seem like ripoff to me. $24 is like 1/3 the price of the tattoo in my country.

Hm, okay, no idea what country you are living in, but in my country (Germany) that price is actually cheap. The average hourly wage here is about that amount of money asked. And I'm pretty sure it took the artist at least an hour to draw that picture. But I guess that all depends on the perspective you're looking at it (from a global point of view)...

why not call tattoo shops and explain what you want as in you have the page and who sells it and see if any of them already have it?
