You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration.

If you find a game is outside of your...um, strong area, you can choose not to enter any giveaways for those games.
It is best to find and enter for games inside your strong area.

Just a guess, but I believe what he meant is that he entered every giveaway he could and won a game, but that game turned out to not look very interesting to OP.

sorry, she :) but everyone gets a mulligan :) no, what i meant is that a friend urged me into it, i won, then i looked to see what it was like.. rookie mistake, i know.. i saw it didn't fit my strong area, which is the circle of games i can play well, and was curious if i would get into trouble by gifting it

Yes, you will be suspended (possibly banned if you do it several times), and people will blacklist you, thus effectively preventing you from entering their giveaways.
