Since some games are censored in Germany I was wondering if you can trade with sellers from other countries and buy ROW gifts from them, can you activate ROW gifts in Germany?
For example Mortal Kombat X or Dying Light? (other games too)
P.S. Only gifts, not talking about keys from kinguin or g2a

If they are ROW with no exceptions I don't see why not, but don't quote me on this. I am really not sure

Yes and no, it depends on the publisher.
Some just block buying the game with a German IP others also block people activating those games if you have a German IP, so you would need to use A VPN what is against the Steam ToS and could you get banned.

Even with a PurchaseRestrictedCountries tag, gifts can be activated just fine.
(Except gifts from "cheap" regions (Russia, Brazil, ...)).

Warner is currently blocking the full download for MK X in Germany and Japan. Responsible for this are the tags "ReleaseStateOverrideCountries DE,JP" together with "Releasestateoverrideinverse YES" which exclude both countries from completing the download and were added around 12 hours ago. The game stays at the pre-load stage atm in Germany and Japan until those tags are removed.

They luckily changed that now but sadly just because you got the gift it doesn't mean you can play the game :(

I'm having the same problem.

According to my google results, there's just very few uncut/indexed games that don't activate in Germany.
Steam just isn't allowed to sell them here. Yet you can activate them. Already done it myself.

Just be careful that you don't get them from Russia (and USA), as they might be region locked (which is a different story).
Gifts from Austria are fine for example. Try to stick to €urope and you won't get into trouble, because steam doesn't really care for our laws, but whether we pay the "full price" or not.
