You can log in to steam using IP of the country you want to change your currancy anytime. But you can't do it frequently. It has a two week cooldown.
BUT, it is meant to be a way for people who travel to other countries to be able to use steam over there. AND steam clearly says that if they think you are changing your country to abuse steam's local pricing, they can block your access to your account.
SO, what you want is against their law.
With that being sayd, I myself, know 8-9 people who do this kind of stuff and they have never got banned.
So, you CAN do it, but you should accept probable consequences...
