Uhh...No. I'm a trader, but I don't exploit the system. That's like saying ban all russians because just a few act up. If you ban an entire group because the minority of them act up, there won't be anyone left on this website.
Unless of course, you mean ban all traders who attempt to trade here, or trade the gifts they win. If they do that, I'm fine with banning them. Just word your title better.

Well it sorta pisses me off that I possibly could be banned just because I'm a trader. I'm just a paranoid and have anger issues so I get annoyed easily.

Depends on what you mean by banning all traders.
If you mean banning every one who does some trading, then of course not.
If you mean ban people who trade away their games instead of applying them to their account, then by all mean yes. A better option would be to simply not allow someone to enter any more giveaways for as long as their winning hasn't been applied to their account. Since the synch is done once a week, as soon as someone click their gift as received at the next synch cycle they shouldn't be able to enter any giveaway until the situation is resolved. (Exception would have to be made on some pre-order games and DLC that do not show up in your game list but it would still be a good way to filter out people who trade their winning away.)

What happens if the person who created the giveaway says they delivered it, but in reality they never did. That would make it look like the winner never redeemed their prize.
Who's story would you believe? The "kind person" who created the giveaway or the "stupid trader" who didn't redeem the prize? Unfortunately, there's no way to determine who's lying and as such, it crates a flaw in your idea.

You go by the gifted person clicking on the gift received status. (And not the gifter clicking on gift sent.) And if the person doesn't click it, or click the wrong one, you can easily prove that the game was sent to them and the mods will act accordingly.

What, do you mean anyone who has ever traded a game on Steam? That would kill a giant chunk of the community including some big contributers.
