Actually, your failure, is you have no Invite-only giveaways, which means you definitely don't pass the Invite only giveaway value greater than 10% rule.
The rules that to all be passed, were
Level >= 2 PASS
(real_sent_group+real_sent_region_restricted) / real_sent_cv < 70% PASS
real_sent_private / real_sent_cv > 10% FAIL
NOT trade_ban PASS
pass_activated_rule PASS (if you had failed that, that wasn't the only failure in this case.)
