The Complete Edition is about 50% off at WinGameStore. It includes also the two new DLC which came out yesterday.
On Steam itself, the CE is reduced at -29% and costs about 60 € - on WGS about 32 €.

Maybe it is a price glitch?

No, there you can buy normal Steam keys. It's an official reseller.

That's true. They don't have the best prices, but in this case the difference ist way too big in my eys to be a regular price.

Still works for me. I can put it in the cart and proceed to the checkout page (I've not tried to pay, though).

EDIT: pcgames5off should give you an extra 5% discount if it's your first purchase on WinGameStore. Joining the newsletter should give you a 20% one-time coupon (or it did some time ago).
