It's really more cost-effective, but I wasn't thinking of buying gifts directly from Steam, as it seems every game in my country is now region restricted. :/
But there are a few websites which have ROW gifts like TremorGames.com.

So, I'm Level 2 (2.64 points as I'm seeing in my profile), and I want to know how much worth non-bundle games should I give to reach these 0.36 to level up? I'm not made of money, so I'd like to know this before buying something expensive to giveaway.
Oh, and one more thing! If a game was in a bundle but I have it as a gift , will it only count the 15% the bundled games are worth when I give it away or the full value?
