With the addition of the new Support members, we're also updating a few of our existing roles.

In related news, our standard operating procedures are now up and running for team members. It'll help us to stay more consistent when moderating, and allow new users that join our team to quickly learn the ropes.

It only means that one of them doesn't want you to enter his giveaways. There are dozens of reasons for that. It doesn't mean he will have any negative bias towards your tickets.

Well my tickets are mostly re-rolls and reports for people who broke at least a couple rules ...

Expect them to speed up - more support, and previous members got promoted, so more people can deal with "reports" as well (They emphasized that you should report on rerolls, because reroll-tickets were handled by more people than reports done from the users' profile)
