• VR is a steam user tag as well.
• Filtering with user tags would be great.
• It doesn't require to be server-sided, though it could help.
• You can't check if people own a VR device, or if they still own one...

If a game is VR only, then the person cannot play that game. So people with VR should be more likely to be those who can win. Yes, bots can harvest those games, but some without VR will chose not to join those giveaways.
