If it has that (RU) will I be able to activate it from other country than Russia?

Yes, you can, it does not have any restrictions.

However, the pre-order bonuses, Max Payne 1 and 2 only contains Russian language.

Currently, Max Payne 2 can be changed to English by adding language packs and editing some files.
