Wait 7 days. If you don't receive any contact from the creator, mark it "Not Received" and go on with life. You don't report it, it isn't important enough to deserve a report.
Its also possible that the creator is waiting for a reroll based on your non activated wins in the past.

Reroll for not activated games is possible only if user was not suspended for these wins before (also then it's the same as reroll for "user is suspended ;p). That's why I use support approved rule "You must have activated all previous games won on SG."

Actually there are 2 games he did not activate, not 5. Plus if you don't activate a game you only get suspended, not banned - 1st time 5 days, 2nd time 10 days - so he may have server his 15 days of total suspension (10 if both got caught at the same time) and continue to use site normally.

Why isn't there a rule that asks for winners to activate the game on their account within a certain time frame and after the first (2nd, 3rd?) offense, they get banned? That could prevent people from entering Steamgifts GA's in hopes of getting free games to trade elsewhere.

I believe the Mods keep track of suspensions with repeated violations leading to a permanent ban. At least, that's what I remember reading from a Mod's posting, once upon a time.

I'd start by reading the FAQ. You've been on the site one year and you've been luckier than most. Yet you managed to break a few rules in the meantime -like not activating wins, and you still complain about a perfectly normal delay in receiving a gift. Not cool.

One other possibility not mentioned above: there may be internet problems on the senders end.
There was a delay once on one of my giveaways going out several months ago due to an Internet outage where I live. The modem crapped out, but was still under warranty. I had to wait 5 days for our cable company (Cox) to replace a modem.
As far as receiving a gift, I've had one where I was sent a Humble Bundle link that someone else had already activated (he created two giveaways for the same DLC). The sender never replied to e-mails after the initial one where he sent the bad link. And I just won that one again...and redeemed it successfully this time. :)
