It is available, just not on Steam. At first it was a part of Alice: Madness Returns - Collector's Edition on Origin, but later included into Alice: Madness Returns - The Complete Collection (also for Origin).
Would be interesting to remind him that Steam would benefit from such a bonus as well, but I guess it's EA who decides on those things.

Yeah, one problem. That's actually not available. Not to anyone outside the US, not legally. That's the issue. It needs a proper release and not be packaged with another game or region locked. It's prefer no game to region locked stupidity. No game, I can pretend it's legal crap stopping them, but with region locks... seriously, there is absolutely no reason for region locking a digital product in this day and age.

Yeah, I agree there there must be a separate worldwide release. I just think he has no control over EA's marketing strategy, unfortunately.
