What Jasmine says. It's also a way to break morale and create an atmosphere of distrust inside the districts - you can't rely on anyone but yourself. Your best friend, your spouse, your sibling? They could be forced to kill you some day. Or you them. And it's not a vague threat.
It's the reason the districts themselves were created in the first place. If the population worked together, they would have a real chance of overthrowing the government. Hence the districts were created, and the government fostered a competitive atmosphere amongst them. A district alone, whilst not as problematic, could still pose a threat if it gained enough influence and traction. The government did not want to give them a chance to organize themselves internally, they wanted them divided so they couldn't get anything done.
