Steam Gift (Dead Rising 3 Apocalypse Edition) and CrossRegionGifting

Hi,
I still have a Steam gift from Dead Rising 3 Apocalypse Edition and wanted to create a GA for it.
Now I'm not sure if I can gift it to everyone or if there are restrictions (CrossRegionGifting).

Can anyone help me?

P.S. I'm from Germany.

In your inventory on the GIFT there is no region lock on it, so I think it can be activated in any region
maybe I'm wrong, you can wait for other answers, have a nice day

EU can send to anywhere in the world. We are the most expensive place :(

That's not totally true, i tried sending stuff to an USA friend once or twice where it didn't work.
I think even if we are more expensive if the price difference is too big you still can't send it.

Pricing only restricts gifting in one direction. If you couldn't gift to a cheaper region then it was either a bug or something else that prevented you from doing so.
