Steam retroactively region-locking old tradable gifts?

Is this a new practice?

I've had a gift-copy of "Timeshift" in my inventory for about 2 years. Traded it for another game at the time.
It never said anything about locks and at the time it was not listed as locked on steamdb either.

Now however, Steamdb says that CrossRegionTrading is disallowed and Purchase from DE is disabled. (am from DE, could this be part of the jigsaw?) No other information is given.
The gift however now shows the typical (!) and Countrylist for a gift from Ru/Cis which if Steamdb tells the truth shouldn't even be a thing?

Has anyone else had this happen to them before?

There have been some cases lately (someone posted something similar here if I am not mistaken). The gift was probably Region-Locked since ever, it just probably didn't have the tag.

Timeshift is one of the 28 titles that were recently removed from the German store (full list here)

I recommend reading the other announcements of that group for more background info. This one is a good starting point.

Recently (around a month ago) I had tradable games which are ROW. I remembered that most were extra copies that were given when activated via Key. Like gravity ghost. Space farmers and gun monkey. Those were changed to SEA region locked. Portal were also locked. It was from Value Complete Pack.
