To quickly answer your questions:
There's no way you won't notice if you win a game! :) You will get a pop up with the space cat as we call it :) (look like this: http://i.imgur.com/7yTQCl7.gif ) + there will be a notification at your won games section ( clicky )
And no, you don't need to have a certain level. There are plenty of lvl 0 giveaways. Though you can share games yourself (not those you will win though! Regifting is not allowed!) and increase your level. Less people have higher levels, so your chance will increase a little.
You cannot join a giveaway with a level above your own, the system prevents you. So no need to worry about that.
