I think the number is 5, and does not depend on anything else (region, public / invite only / whitelist / group)
EDIT: ok, I thought it wrong... (point 2 in http://www.steamgifts.com/discussion/RqwrY/contributor-levels, it is really about invite only / whitelist and group giveaways)

No, I was wrong about that. 2 entries should be enough as ambidot and the description say.
You would need 5 entries if it was an invite-only, group or whitelist giveaway. But it is a public giveaway.
