It was developed by a single person. There is plenty to learn from reading his dev logs, like for instance how he made his engine from scratch, created a whole scripting language that gives him a lot more efficiency on his job, the game will also be mod-friendly.
His work on UIs is astounding too. The guy is better at some domains than some companies with tens - if not hundreds - of employees working on AAAs.

Total cost of CoD games including distribution and packaging is like $200m+ per game. I'm sure it's similar for other AAA games.
