If you still doubt it's coming to PC after you've been shown they're hiring people to make exactly that - a PC port of the game, as well as a thread on the GTAforums showing all kinds of hints that read more like confirmations of a PC port (including a mistake they made where they actually released some of their existing test build files for a PC version, as well as a support ticket they answered where they refered to "system requirements" for the game), that truly is incredibly thick / stubborn. I wonder if you've even looked at that thread at all.

Here's the info. about it (although it was reported on all over). Some interesting quotes:

So, a guy known for his high quality mods of earlier GTA games (and others) has a dev. build of the game to toy with. Totally unbelievable, right? </sarcasm>

Want yet more confirmation? Check this out then. Yeah, GTA V has already been listed in the latest AMD beta drivers with its' own profile. Oh and, this has already happened before way back in October. Quote:

I can link you to more articles from October where people used s dev kit / JTAG to rip files off the XBOX version of GTA V that show a whole list of lines in the code referencing <platform="pc">, but eh, screw it. They're linked off the October article about the AMD drivers, check them out yourself.
Dude. Seriously. It is coming to PC. It wouldn't even make sense for it not to. All other GTA games are on PC, and this would net them a lot more cash than keeping it console exclusive. The reason they don't say anything official about it is simple: hype. If they confirmed they were working on a PC port, and that port took a little while to make, interest in the game and "buzz" would die down in the meantime as people would constantly be thinking about the game wondering "when will it come" so much, that they'd tire of thinking about it and move their attention on to something else, damaging initial sales figures upon its' release. The way they're doing things now, leaving things up in the air, neither confirming or denying any of these little tidbits that have come out so far, keeps interest in the game high as it's mysterious, and people thus keep hunting for info. about it, keeping buzz simmering along nicely.
This is all basic marketing 101, mind you. Does the name "Half-Life 3" mean anything to you? Same kinda deal. And I bet that both GTA V and HL3 will be released very quickly after they're officially announced; that the time between an official announcement and release will be a mere month or two, maybe three at most, the time being filled with developer commentary, and some other marketing / hyping up, without revealing too much about the game.
Alongside the marketing strategy, Rockstar probably just wants some more assurance that their next GTA port won't have as issues as their last GTA game on release, as that game had many issues with its' sales figures as a result of terrible performance issues, crashes, bugs, and glitches upon release. So, they want some more time to polish GTA V off, without having to worry about a set release date and expectations of gamers they fail to meet when they need a little more time than they promised.
Also, there's this marketing related concept: if they revealed / released a PC port of the game too soon after the XBOX release, sales would be lacklustre, as people would already have "shot their wad" at the game and that initial enthusiasm and hype would already have been capitalised on by the games' initial release, and died down soon after. This would not have been an issue if the game was released on all platforms simultaneously. Also, of course, people would already have spent cash on the XBOX version, emptying their pockets a bit - right around the holiday season, too. You gotta let your customers' pockets fill up a little more first, and give them a chance to forget about the game a bit, so when the PC version is announced, it will feel like fresh, exciting news. People will be chomping at the bit for a PC version by then, and any hard confirmation after such long silence will feel like finding an oasis in a desert to many, reinvigorating interest and upping initial sales on release.

Idk dude, I saw my friend play it on his ps3 and I did notice it had a ton of pop in textures and bad frame rates. not saying its the console, but maybe it was poorly optimized?

Most likely the hardware being a bit bad.
But, owning the game and having played it on my own PS3, I have yet to encounter any problems with the framerate. Popins do occur of course! But I do not find them terribly bad, since it happens in the distance. I have only encountered very bad framerates when I spawn vehicles everywhere or simply just cause mass destruction.
But I have yet to encounter the framerate to decrease a lot when playing "normally". (There is honestly no "normal" way to play GTA V".
Saying, "more like 15 fps and with the texture pop in and shit it looks digusting" is simply just stupid. - I know, it was not you writing that.

It does drop to about 20fps, even vids show that on youtube, just look up the ps3 vs 360 comparisons, in the corner it shows the fps usually in those...
Still playable but a bit annoying, I own it for the PS3. thankfully my room mate had a ps3 and I could not wait till the PC release because I am not patient.... :-/.

GTA4 does not look better, not even on PC and it pains me to say that because I am not a console fan(ughh over priced, beak to often, etcc..)...but this game really did push the consoles, the lighting alone surpasses most PC games, it looks pretty damn good and will look ridiculous once it hits PC with 1080p and all that jazz.
That said yeah it drops down to 20fps and there is a bunch of pop in, still looks really good, don't see how that changes the look.

How do consoles break too often? I've never had to repair or replace my consoles (Ps1,Ps2,Ps3) Unless DS's count I replaced a shit load of them, Oh and btw I don't really take care of my Ps3 in fact it is ontop of my sideways laptop to push it down because thats the only way the charger works. But yeah never broken a console, I did have my first Ps3 stolen 2 years ago on the day after christmas :( skyrim was inside it.
Edit: Infact my laptops always break, Consoles less breakable then laptops.

They're all spending the cash on trips, whores, cars and such. When they get tired of the 'yeah, im rich!' part they will start the PC port.
BUT have you guys ever tought how a port works? Imagine you're completely worn out of those final exams and months of studying without partying, and then you just come back from a shor vacation and... you have to do it all over again? Multiply that by years. The time the game was released theyre surely tired of GTA V, and them people asks them to delve into asap for a even more dauting experience with all those HARDWARE SPECS AND BUGS.
Damn bastards, nothing would be like that if pc was made together with the other versions...
