Region Restrictions Doubt

Stupid question: if a country appears in the "Region Restriction" list: does this mean that the game CANNOT be activated in that country or CAN it be activated in that country?

If a country is in the list, the game can be activated there.

If your country is not in the list, the "Enter Giveaway" button says "Region Restricted" and can not be clicked.
