ROT13 is a simple encoding algorithm. Basically all of the alphabetic characters are shifted 13 characters. (A->N,B->O,etc)
There are plenty of online en/decoders for it if you just search "rot13", something like this one.
You'll just paste it in, and the result is the actual steam key.
