Read the FAQ with attention :

"Il creatore e il/i vincitore/i del giveaway hanno a disposizione sette (7) giorni per per completare il processo della donazione. Questo include anche l'attivazione del gioco sull'account Steam del vincitore."

If, for any reason, the creator of the giveaway decides not to send you the game - example given, somebody not reading the FAQ and threatening to report him - you get nothing.

Don't add the creator of the gift, patiently wait for him to do the first move - unless he asked otherwise on the page of the giveaway - so that you don't act ungrateful or entitled. If after 6-7 days he still hasn't contacted you, add him and politely remind him of the giveaway. If he still doesn't give you the game, just mark as "not received" and forget about it.

Site admins can't enforce users to follow the way the site is meant to be used. And won't provide games or software.
Probably the result is that you end marking the game as not received after 7 days (once you're allowed to do so). And the creator lose 1 slot of giveaways he can create. After he don't provide 3 software (original allowed giveaways) he will be blocked on that function.

Please, read the FAQ for more information.
A lot of users didn't get the first won, as myself, but you're very lucky, you already "won" a game before two weeks. Maybe the next time you will win and get the game, good luck! :)
