So, i cannot buy anything that involves.. Skyrim on Steam.

What would happen if someone gifts me them? Will i be able to use them? Or there will be that darn stupid region lock?

You can add it to your account and play it without any problem. Not sure about gift from Russia and CIS countries tho but any other should do fine.

Yes, you can install it and play it, but you cant buy DLC for example.

as far as i know there is no region lock on skyrim. i am from germany and we are not able to buy dead island. so i contacted a russian trader and he gifted me a copy - works perfectly. i REALLY recommend you to buy the bethesda collection including skyrim, dishonored, fallout 3, fallout new vegas, oblivion, morrowind, doom3 and quake 1-4. the best pack ever in my opinion! but i see you already have skyrim?

Skyrim is not available in my Steam store also but I received a gift last year and activated without any problems.
