I know most games on Steam had a region lock for quite some time, but you could always activate them with a VPN.
Now more and more games also have a run lock, so you can't even start them without a VPN, even after activation.

I really don't want runlocked games in my library, but how do I know which games are run-locked and which aren't?
It seems like all Russian games are now run-locked, is that true?
If so, are there cheap regions with only region locks but without run locks?

usually if a game is restricted to play only in certain countries it will say something like "can only be played on the countries..." on the region lock warning

Region locks were added for a reason, then play locks afterwards, so continuously exploiting this (bad) decision from Steam might put your account in risk... Afaik, seems that CIS/RU store is the only that have this lock.

I had a game from Brazil before that was run-locked, that's why I'm asking. I think SEA games don't have run-locks yet, but I'm not sure anymore.
