the way steamgifts works and the reason you'll see so many claim its legit is most users get away unscaithed and even experience the small chance of winning something eventually....but every so often the site chooses some poor nooblet's account to steal digest and regift to the other users. the more games he had the longer the site can go without feeding. In this way the number of people with positive experiences outweigh the few who get screwed which continues to attract new users so cg can feed its dark appitites.
