Already have three games from the Humble Bundle that provides Steam keys - Can I gift them?

Is here you? If so then yes you can give them. If you however are not SteamGifts.com then I do not think you can give them. Also, read FAQ in regards to Humble Bundles.

Humble Bundles:
Do not publicly submit Humble Bundles or games from them while they are being sold.
When you submit a Humble Bundle, it is only acceptable to have an unactivated gift URL to provide to the winner. Members giving away Steam keys and the like will be warned, have their giveaways removed, and if they continue, may result in a suspension.
These rules also apply to additional keys within the Humble Bundle. Please do not giveaway separate keys, such as SpaceChem, or create a giveaway for the leftover Desura keys. Unused URLs for the original Humble only, please.

If they mean "Unactivated URL" as in the Bundle web page itself, it's already too late, I went there to pull the Lexaloffle games but didn't activate the Steam keys in Steam.

Can someone clarify because the first line suggests that games can be given away separately from bundles once the Bundle is no longer live.

I would be more than joyful to relieve you of that Binding of Isaac key. I have been looking forward to that game so much, but sadly I have zero cash.

Jep, In the forums they are allowed. Just do not make a giveaway for them. Post them here.

You can probably join some steam chat and drop the key there, but you're not available to host giveaways with spare keys from HIB.
