You can set up rules for your whitelist / group entry requirements. But when user was accepted into group, won giveaway, and then you decide they should not receive game - it is not allowed.
Fact they get link to giveaway in legitimate way makes them "rightful" giveaway winner. When I'm not sure if key still works, I either post it somewhere in key dump thread, or accept possibility that I may end up with not received feedback.

It's there because creators can change their rules on a whim. So it's possible they would not allow someone to win game for any reason, and write "my group, my rules". There was time when custom rules, after being approved by support, were allowed. But it was years ago, when I was fairly new user here.

If you accepted someone to your group / WL, and they decided to not comply with your request you can:

• remove them from group
• remove them from whitelist
• blacklist them

The same rule applies to any group with entry requirements. As long as user was accepted into group, entered giveaway and won it - they are legitimate winner. Only exception is when user was kicked from group, and used fact that Steam and SG accounts did not sync to enter new giveaways.

And writing in public giveaways "By entering you agree to delete giveaway if..." is also not valid reason for deletion.
