Uninstall all the mods. If that fixes it then install them one-by-one until it breaks then step back one. If that still doesn't fix it uninstall entirely, redownload, and then 1-by-1 the mods.

For future reference, maybe you could make a back up of all the games folder before adding any mods. So if you know after adding a few mods and the game still runs, make a back up of that and so on.
I know its a long wait but I always do that for Skyrim, its tedious but not being a person of intellect in that area, so far that has been helpful for me, hopefully it can for you too

Use OBMM far better.
Moreover, make a screen of your load order (in OBMM).
Then you may use softs like Wyre Bash and TES4Edit. They are VERY useful if you intend to deeply mod your game, however they are softs VERY hard to handle.
That said avoid BOSS which is a piece of shit who breaks your load order.

BTW before I forget, once you get a clean data make a copy. That way if the modded data becomes corrupted, you just need to replace it with the clean one (and create another copy).
If you own the game on steam, the easiest way to come back to vanilla is deleting the data then checking the game cache.
The difficulty with modding is it can corrupt data and saves, so even if you delete all mods issues may remain.

ENB and OBSE is not really considered a mod, they are an "extension" and a filter, and they alter the way the game works, not the in-game contents as mods do. For a full guide to mod Oblivion, you should try THIS (partial NSFW), but stop at step 13, because from that step onward, it is the guide for ADULT mods. If you don't like nude mod, skip step 6, too. After this, you can install other mods, but keep in mind that you need to always check with Wrye Bash for compatible and load order.

+1 every mod has its main file and extra files for example; Main Mod file.esp/esm must be above of the its other files and all of this files must be below of the original files such as oblivion.esm in load order use nexus mod manager

Since this person is apparently new to modding, I would suggest he or she stick with Faragona's advice and go with OBMM and WryeBash. TES4Edit will probably be needed, but he or she will figure that out while learning how to use WryeBash. I know WryeBash may seem a bit more "involved" than other options, but it really is the best way to go about modding. You avoid so many headaches down the road....
Tip for beginners: always apply your mods one by one, with gametime in-between so that you know which mod screwed things up for you.

Oblvion is probably the worst at handling mods, not sure why, I can mod the crap out of Fallout 3, New Vegas, and Skyrim but this one hates me apparently.
Best thing to do is pick an overhaul mod, a couple texture packs, maybe a lighting mod and call it a day, just uninstall and reinstall and do that, should be fine.

Best thing to do when you plan to mod a game on steam is to download it and verify it then do the backup through steam in case you have to change files, saves you alot of headaches in the future.

From the things you mentioned, I wouldn't be surprised it's crashing for the video gfx mods like ENB or FXAA. Much of the time these do not work with overlays. That means disable the overlay in Steam, Raptr, Evolve, or whatever else you have. Then see if it works without crashing.
If you still get a crash error without overlays, the next step is to add mods 1 at a time until you find the one that doesn't work, then figure out why or just don't use it.

Also, I need help with installing 1 mod. (Oblivion Character Overhaul v2)
Installation TLDR:
-Completely remove OCOv1 if you still have it (I don't have it)
-Use NMM (Did)
-Seriously use NMM (Did)
-Install body replacers, OBSE and Blockhead first (What body replacers? Mod page said that it only requires Blockhead and OBSE+ there weren't any body replacer in downloads)
-Then v2 core (Did)
-Then v2 body replacer patches (They are optional, but I may do it)
-For the love of God use NMM or OBMM for installing, don't do it manually, I've warned you (Did)

Read my reply up there, it contain a link to a full guide for modding Oblivion. And as the guide mentioned, two most well-known body replacers are HGEC and DRMM.
By the way, if you prefer Asian-styled NPC, use MBP++ in the guide, and if you prefer Western-styled, use OCO. These two mods cannot be installed together.

Now I got my mods working, but I only get around 12 FPS. I have a crappy PC, but it should run Oblivion on Mid-High. I even lowered the video settings and still got 13-15 FPS. So, I uninstalled the mods :P (I get more FPS in modded Skyrim, than modded Oblivion )

Your low framerate could be the result of mods, or it could be the result of bad mod management. There are also mods that help with optimization.

+1 ENB mods are worthless, IMO. They either crash your game because high incompatibility with other mods, or they tank FPS. It may be an all-in-one graphics enhancing mod, but you're better off finding multiple mods, for key graphics enhancements, that do a better job and have better compatibility with other mods. I never had a chance to mod Skyrim, so I honestly couldn't say which mods to get.

Welcome to Oblivion. You best get used to those crashes because Oblivion crashes pretty much all the time, especially when modded but even without mods.
And your number 1 mistake is not running the unofficial Oblivion patch.

Hello. Some of you may know that I bought Oblivion. I installed some mods on it and now it'll always crash (I think I did something wrong) I already uninstalled and reinstalled the game and did this verify game cache thing in properties. Mods I use are ENB, OBSE (Oblivion Script Extender), Blockhead, FXAA Injector, Matso S4YS ENB, Oblivion Character Overhaul v2. I also uninstalled Blockhead and Oblivion Character Overhaul v2 but it didn't help. What should I do?
