The short answer is that you need to make giveaways for games that have not been given away free in the past. You can tell if a game has been given away free when create a giveaway - the game name will have two red asterisks (**) by it.

this site is to give away extra bundle keys that you'll never play and to enter for games you'd like to play. I highly recommend joining the group called Unlucky-7, as that will give you a better chance to win some games fairly quickly and experience the rush of winning a game! (use the search function to find the thread and also to join the group on Steam).
Aside from doing public GA's, you can also create "private" GA's and then create a puzzle that people have to solve in order to enter. Or just post them in a forum comment - that way they won't get flooded with bots entering to win them. Nothing is more disappointing than creating a giveaway only to have the winner not really care that they one - they just wanted one more game in their account or to farm cards for.
