Steam Overlay in Counter-Strike: Source

I have a problem - when I am in-game I can't open the overlay (Shift+Tab) I did nothing to the options.
Also I have enabled Overlay in the steam settings and in css properties.
In other games I can open it but not in CSS.
Can you help me?

try binding it to something else, shift+f1 for example, don't use tab

I tried.. with Shift+F1 the console says 'The server has sv_cheats set to 1.
Can't use cheat command debugsystemui in multiplayer, unless the server has sv_cheats set to 1.'
With other random bind also not working.. :(
