The issue was that you couldn't buy GOTY Edition or WA separately, because Steam offered only Gold Edition, which included both. Humble gave out keys for GOTY Edition, which resulted in Steam thinking that people who activated it owned the whole Gold Edition pack and making it impossible for them to buy Gold Edition in order to have WA.
Which is now fixed, because Steam separated entries for GOTY Edition and WA.

Well considering that both games were prized something from 7 to 9€, I think that asking 7€ for only that expansion is a bit over the top.

For fucks sake, can NO ONE read? The platinum bundle is Dawn of War GOLD NOT GOTY and Dark Crusade...Gold happens to be what has been on Steam forever and is the base game and WA. And yes, 20 bucks USD for an old ass expansion that wasn't exactly thrilling is a huge ripoff. Especially because this seems to have come out only because they gave HB GOTY keys instead of Gold keys in the hopes that people would buy this...

Expansions and DLC are unfortunately rather resistant to price drops. The main "price drop" that they get is when a compilation (Complete/Gold/whatever edition) is released, and even then the separate DLC tends to stay the same price. (Look at Borderlands 1... Even though you can buy the GOTY edition for only $30 and get everything, the four DLC expansions are also still being sold separately, for $10 each...)

Actually, they didn't remove Winter Assault from the Platinum edition, they changed the gold edition to GOTY and created new entries for WA and Gold. It's the same package that's linked to the platinum edition but since that package's been modified to GOTY, they need to manually add WA to the Platinum and they didn't do it yet.

The renaming part doesn't make sense; right now I can buy the GOTY edition for 6.99 and on the same page they advertise:
The Platinum Edition (Includes 2 items: Warhammer® 40,000: Dawn of War® - Game of the Year Edition, Warhammer® 40,000: Dawn of War® - Dark Crusade) for 9.99
The Gold edition (Includes 2 items: Warhammer® 40,000: Dawn Of War® – Winter Assault, Warhammer® 40,000: Dawn of War® - Game of the Year Edition) for 14.99.

That link used to point to the gold edition. (I had the link on hand so that's how I noticed that they kept the same package ID as the previous gold version for the GOTY.) They changed the package and took the WA out of it and in a package of it's own. The current Gold edition is a new package that includes both games. Platinum was left untouched so it includes the GOTY (which used to be Gold) and Dark Crusades. They need to edit Platinum and add WA to it.
