I have 20MB/s Internet speed but while downloading something on Steam I can't past 1.2MB/s...
My friend has 15MB/s Internet speed and can download at 2.0MB/s

What can I do to increase my Steam download speed? :

I had a similar problem and fixed it by changing the download region.

Selected New York as my default region and got better down speeds.

if you have a 20mbps connection your max download speed is 2mbps but since you are not getting 1.2mbps try changing your region download on steam settings

Your ISP may be "throttling" your speeds.

ISP's really do that? Around here if your speed isn't the same as you ordered you can call them up and demand a fix. Of course some servers don't allow fast download speed but that's another story. Steam lets you download with very high speed (sometimes I get even 20mb/s) so I don't know where the problem lies for the OP.

I have comcast at 50mbps, and I get a 5.5mb/s download. 1mbps = 0.125mb/s which would make mine around 6.25 total bandwidth and it may not be using the full amount because of QoS (quality of service- reserves a small amount of b/w for the system to use) or my ISP slightly throttling my connection or there's just a high amount of traffic using the service

The lack of proper capitalization and acronym usage in this thread is driving me nuts.
There's a difference between megabytes (MB) and megabits (Mb or mb). And the slash ("/") stands for "per."
Therefore, mbps = mb/s but mbps != MB/s.
I believe the OP intended to say he has 20 Mbps but only downloads at 1.2 MB/s (he got the latter part right).
Also, I got 99 problems but download speed ain't one:

Make sure your HDD is also fast enough. Sometimes Steam caps the download speed because it isn't able to write to the HDD fast enough. Already experienced that

Most newer( 8 years old and newer) hard drives can write data at a sustained rate of 40MB/s, which is well above th OP's d/l rate.
If your drive craps out you are doing some multi-tasking and having I/O problems

Yes but you can't assume he is using a newer hdd. The internet connection I used was really fast...steam delayed the download to write to hdd. The exact message was "BUSY WRITING TO DISC", you may want to google that.

Y have 10 mbps Internet but my max download speed is of 1.2 mbps, so I'm happy when downloading games below 10 Gb of size :D
