I have the Borderlands 2 Season Pass and the new DLC counts as owned, but it hasn't downloaded yet. Anyway I can make it download manually?

Did you check in-game? Some DLC downloads with the base.

I've been in game. It hasn't downloaded. It isn't in my list of available DLCs either in game or by checking the list when right clicking the game title in the Steam library.

I've tried a few times. The DLC list in game is showing a ! which I assume is to let me know it is released, but it isn't showing up.

Try "verify integrity of game cache".

Edit: Failing that, try exiting and restarting Steam if you haven't done so since the release of the DLC.

This is by far the best tip here. Doing this should resolve all issues.

Right, I'll try that, but I don't see how it will force a download of the DLC. I thought it just checks for corrupted files and the like?

And haven't restarted Steam, normally downloads will just start whenever they show up, so never thought of restarting. I'll do that after the other tip.

It sorta does that, but it does it by checking you have the available files, and the correct files. If the DLC hasn't downloaded, the files will not be there, hence a check should force the download.

Well, it downloaded a small update, but no DLC, so guess I'll restart Steam instead.

Uhh, are you sure that the small update wasn't the DLC? Or was it too small to be that.

And now it starts.

I restarted a couple hours ago to get it to download. Worked fine.

Because it checks all game files and checks if some are missing, if there are some files missing it will download them.

I've had to restart steam the last two times I've activated a game key before it would show up in my library. So that's why I suggested restarting it.

It installs automatically. Right click your game, go to properties, and the DLC tab shows you if you have it or not. Verify the cache to make sure all the files installed correctly.

It didn't, which was the problem. I wanted to know how to force the download.

Just exit steam and log back in, it will start downloading it
