Most of them require you to be a certain level (2,5,...), so to qualify for them you should create a couple of giveaways first.

I presume you are looking for giveaways as you haven't given anything yourself in which case you will be limited to groups that tend to giveaway a large amount of bundle games as the groups that tend to have better giveaways tend to be looking for more generous users.

Rather than posting in this way I'd suggest just searching through the open group recruitment posts and trying to find the right group to fit what you are looking for. You are more likely to find the right group for you that way.

I don't think most groups like rulebreakers

With your stats, including that infraction you never cleared out, none. No invite-only groups would accept you. As for public ones, some of the "we drop you some keys and post you good reviews in return" groups are still lingering around, and the SteamGifts group is also popular, usually.
If you want to start giving away, then pretty much any group you like. As long as there are at least 40-50 people of that group active on SG, entries will come.
