For PA, you need to either do a giveaway for the group or play one of your wins, so you need to have at least one win under your belt if you're planning on staying Level 0.

For someone who's not fortunate enough to give away games, you sure have a nice rig. O_o
As justseedy implied, you don't have to shed lots of money to make giveaways, Humble Bundle often has nice games in their first tier for just $1 USD. And if you're a monthly/choice subscriber, there's often interesting titles in those bundles too.
Aside from the groups that have already been mentioned, I'd say keep an eye on the forum... as you might have already noticed, people often make threads to post their giveaways. And maybe check the "puzzle/events" category. Solving puzzles in order to access giveaways might be more work, but since not eveyrone is willing to do so, there's freguently less entries and thus, that gives you more chance to win.
Also, what do you mean by "good games" ? If you're thinking about unbundled AAA games... well, while there are sometimes giveaways for that kind of games, most GA's created are for bundle leftovers so if you're expecting giveaways for Fallout 76, Doom Eternal, Monster Hunter: World and the likes, you might be slightly disappointed. ;)

Wasn't trying to make any comments as to whether it was likable, or what quality its present state is in, or anything of the sort.
Was just noting that it wasn't an intuitive association to make, when thinking of games others may consider as "good". :P
I mean, it's pretty common to make fun of UK dishes like Blood Pudding, but obviously they have their fanbase (er.. they do, right? I mean, I'd believe you if you told me it was just a prank food..) Since Fallout 76 has become somewhat similar in how it's referenced [ie, as a sort of "how can anyone like something that bad" meme], it just seemed an amusing title to throw out within the context. :P

Well, while we're on the topic, apparently the gameplay for F76 has improved, but Bethesda has been adding in non-cosmetic microtransactions and similar, and breaking a lot of early promises related to such things, so while some perspectives are tempering, others seem to be getting even more critical of the game. That said, the game's Steam rating isn't too far off from Fallout 3 now, so..
Of course, we just had that recent mess with deleted reviews for the game, so who knows whether or not that affected enough legitimate reviews to meaningfully affect the rating the game should have. In any case, as far as the multiplayer aspect, it's apparently closer to a public Diablo 2 server than it is an MMO, given that servers apparently cap at 24 players. That is to say, apparently you don't bump into others very often, unless you're intentionally trying to meet up.
But yeah, I'm of the perspective that Bethesda developed games are there solely for the sandbox modding, so I just can't even begin to believe that Bethesda could make an appealingly playable game all on their own. So while my angle on it is a bit different, I'm as unconvinced about it as you are. :P

With a little patience you should have no problem to reach level 1 within 1-2 months. For level 2 I would guess you'd need about a year maybe?

Making giveaways yourself is the best and easiest way to win a few for yourself. If you don't have the money to create giveaways, that's perfectly fine. There are ways to get games to give away without spending a dime. Juttenberg and Paymeinwaffles made a couple of great suggestions to get you started. There used to be a thread somewhere about easy ways to get games for giveaways, but for the life of me, I can't find it.
Since I have nothing to add to their suggestions, I can only give you a bit of advice - ignore the judgmental people on this site. Don't carry their baggage for them, and have a good time on Steamgifts. :)
