When you created the giveaways you probably noticed a "*" after the name of the games. That means it was on a bundle. On the FAQ, if you take the time to look for it, there's a section that explains how the CV for bundled games works. If you've given away nothing but bundle games, your CV will be stuck at $30 till you give something not bundled.

You haven't read FAQ, that's what happened.
