You'd be surprised how often it happens... I had to ask for new winners in 7 out of 9 recent Level 4+ giveaways, 6 of which were approved. Unfortunately not delivering keys to repeat rule-breaking-ungrateful-leeches gets the giveaway creator in trouble, not the winner. It's a very infuriating situation that can really take the fun out of creating giveaways.

There is such a rule.
You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration.
The advice that other people gave on requesting a re-roll is the correct one, the person who did not activate his/her wins will get suspended, and OP will get a new winner

Rules are not laws and they can most certainly be bent. Exhibit A, the person who won your giveaways bent them by probably giving away the code.
They should be doing the giveaway for themself, just as the rules say, but they aren't being particularly heinous and pretending they're like a criminal is a bit much (saying it's justice is essentialyl saying they're a criminal in my eyes, argue if you like, I won't change my mind on that).

Not sure why even care about that: you give a game away, it's not your deal anymore what a new owner will do with its new property.
If administration is still sticking to that stupid rule, it should be only their problem to keep an eye on it

When you choose to use this site to give away games, you are also choosing to abide by those rules. Simple as that. If you wish to have different rules, you should use a different site.

I totally agree with the fact that you are allowed to vocally disagree with the rule. I'm not saying that you're not following it either. I just disagreed with your stance on winners being allowed to do what they wished with the key/gift, contrary to the stated rules. Trust me, there are many policies that I don't agree with, here and elsewhere. To me, that leaves the two choices: To follow the rules as advertised, sending, receiving, all of it, or to not use the service provided.

That's ok, because it prevents downright cheating on results of giveaways. Activation rule only limits freedom to use game that you already received as you may want.

You're right about you having to have a steam account of at least $100, though this can be bypassed during free weekends for expensive games, and that has happened in the past.

Yes, but I don't see how this is relevant in this regard. If you're doing it for profit, you would not give away games, you would sell them.
People trying to sell games that they had won has by the way also happened in the past. It has been noticed when they've tried to do it on this site, but it would be quite easy to do it on another site, or just throw the games up on a marketplace-site like G2A.

There are other reasons, like the level system. If regifting was allowed you would have several people credited for a game, despite only one gift really existing. People could keep regifting the same gifts to each others to gain levels.
Another reason is that one of the fundamental idea of this site is that all entrants get an equal chance to win. Without the activation rule, you could virtually have multiple entries by asking friends to enter for you.

I had the same politics, I gave some games I won to my girlfriend... than I got ban for really long time... Never did that anymore and activated every game I won after ban...

I agree with both you and DesertMouse1. It's not a big deal, but the rules are there for a reason. It's almost a slap in the face of the person who gave the game away because they were giving it to you to play.
Still, if said friend were to enter and win on their own, the person doing the giveaway wouldn't care.
So it's a little dumb to complain about it.

Well.. usually SG policy is suspend for the first few times when they detect people with none-activated wins...
IF they already severed suspension the Support staff will let you know that he paid for his crime and to comply with SG rules you must still send it to him...
If he continue to get games but not activated he will be banned because SG team does keep a database of that sort of things...
You can always talk to the guy.. 7 days of not responding to you.. you can report to support staff too...

I'm sorry that I managed to upset you, I saw your post before you edit it. Definitely I did not want to be bad guy, and I wondered for some time what to do before I post the topic. But he had multiple inactivated games. And what about the other participated for these games and maybe really want to play them. Is it fair to them?

I can not comment because it was my first time which I had to contact support (But frankly i did not think is hardly easy on them). And I really hope to be my last. For One simple reason we are here to repose from real life and problems in it. I just do not want to deal with something like this, because although I think I was right I feel bad.

I'm very sorry about this topic, I wanted never to do it, but here we are.
The question is in the title, namely one of my winners have multiple non-activated wins, so what to do? I see that he marked everything as received before.
Do I shut my eyes as others, or what to do? And yes, there is one won the same game twice and again marked as received.
