What happens when you put not received

So I was wondering what happens to the giver when you put not received?
The reason is I won a GA now waiting for the key but I saw later GAs done by this guy already sent, saw that he has 1 GA from 7 months ago not received, so rly would like to know is he gonna be punished and how..
This is rly messing me up since I can't enter any other GA for that game and it is from a bundle so will be gone soon and who knows if I will have another shot at it :(

Two days before I open a discussion about the same thing...you put the not received and he gets a penalty...if he do it 3 times he get a ban,that was all folks:P as for you,you bang your head at the wall because you won with a 0.5% ratio and you never know when this happens again:).If it was my choise I would ban those ppl from the first time,but this is me:P
