If I buy a game with Webmoney, will that open up the Steam Market for me?

It says I should add Steam Wallet or give my billing address with a purchase, but Webmoney doesn't ask for billing address.

Should I buy a Wallet and then buy the game, or is it safe to buy the game?

I don't have a bank card, so those and Paypal are not an option.

Your best bet is to buy some steam wallet cash (pay safe card would work too). But if you haven't made a purchased before, you'll have to wait 30 days after you buy something until you get market access.
