I said what I said (so, the comment in its' entirety) to make clear that your earlier sentence of "it is possible to create an account using a valid account, then change your custom URL so SteamGifts won't link to it" was entirely untrue and illogical.
I just tested this by changing my custom URL from "oni_shinobi" to "testingthisout", and the link on my SG profile instantly linked correctly to my Steam profile, with the new "testingthisout" custom URL. Go ahead, try it yourself. The way Steam works, is that if you haven't set up a custom URL at all, it defaults to showing your profile permalink (which contains your steamID64). When you do set up a custom URL, it doesn't display your permalink/steamID64, but your custom URL. SG links to your permalink, which the Steam web API automatically translates to your custom URL - that's why my test worked..
SG uses your steamID64 to identify you / synch. Not your custom URL. How the fuck would that even make any sense whatsoever? People can change their custom URL at any time. How would syncs still work, then? Why the hell would SG use an impermanent, user changeable variable in its' database, rather than a unique identifier that's permanently linked to your account - steamID64? The sheer lack of any logic in your thinking is baffling in its' absurdity.

Well i checked someones profile named ?, when i click his profile what is see is
"This user has not yet set up their Steam Community profile.If you know them encourage him/her to set up their profile and join in on the gaming!" is this normal?

So, basically this guy won your giveaway and you were checking out to see if he is a legit user. Seeing how there's next to no info about him I would be suspicious as well. I don't know what support will say but it is probably reasonable, in this case, to wait until they answer your ticket, even if it means you wait more than the 7 days that you are normally given to send your gift.

Hey Noctis149 thank you, that's exactly what the issue here. I have no idea how was he able to register here without a steam community profile. Has this kind of thing ever happened to you or any other users, please post here. And i will take your advice and wait.

I've not had any such issues myself but I think it is reasonable that you wait if there is a good reason. You can always sent the gift later, even after the 7 days, once you know everything is ok. Problem is you risk getting a "not received" but the winner/support can correct that later. If support is too slow to answer you can try contacting the winner yourself and explain the situation to him but better wait.

Back in my time we did tech support with a single hand while cutting down trees and battling bears with the other. And we didn't have those fancy computers. We wrote our answers on postcards using our own blood for ink. We even hand-delivered those barefoot, in 12 feet of snow and uphill.
